The snarls have compounded the effects of weather on the economy. Last week, the government reported that factory production fell sharply in January. Some workers have seen reduced hours and pay.
The disruptions are also helping drive up some trucking rates costs that could get passed through to consumers.
"It has a massive ripple effect through the supply chain and the economy," says Bob Costello, chief economist of the American Trucking Association.
Ports in New York and New Jersey have been especially hard hit. Not only did New Jersey ports close during each big storm but operations were slowed afterward as workers moved snow to make room for shipping containers, says Evans Papantourous, owner of EP Transportation and Logistics. The firm hires trucking companies for shippers.

Advisors' Opinion:- [By U.S. News]
Linda Davidson/The Washington Post via Getty ImagesShoppers at the Tanger Outlet Mall in Oxon Hill, Md. There are few forms of shopping I enjoy more than outlet shopping. There is something about all of those discount stores packed so closely together that makes me super excited! But I am not going to tell you that all outlet stores are a good deal, because some of them are not. Also, brands sometimes create cheaper items to sell specifically in their outlet locations, and those are not always a smart buy. But for the most part, outlet malls are still an excellent way to save some money while picking up items for the entire family. Here are five ways to make the most of your trip to an outlet: 1. Figure out the outlet 'brand.' There are a couple of management companies that own quite a few outlet malls in the United States, including Premium Outlets (SPG) and Tanger Factory Outlet Centers (SKT). Before heading out, be sure to check the website for the entire outlet mall for any possible deals or coupons. Premium and Tanger Outlets also have Facebook (FB) pages where they will occasionally post coupons that you can print from home. 2. Look for an outlet discount card or VIP program. Many outlet malls have VIP savings programs that can save you big bucks throughout the year and also give you special access to new promotions and sales. The Fashion Outlets of Chicago opened last year and offer a Green Savings Card that costs $5 for a yearly membership. Those with a Green Savings Card receive extra discounts at a huge number of stores and restaurants in the mall, which is on top of the already low prices. 3. 'Like' the outlet store on Facebook. If there is an outlet store that you frequent, go ahead and like its Facebook page so that you will be one of the first to know about sales and promotions. The Kate Spade Outlet (KATE) will frequently post promotions to Facebook before emailing subscribers. The J. Crew Factory Store has offered special promotions th

Shares of retailers are fraying around the edges today, none more so than Kate Spade (KATE) and Michael Kors (KORS).
Getty ImagesMichael Kors has plunged 7.7% to $67.32 at 3:37 p.m. today after its shares were cut to Neutral from Outperform by analyst Christian Buss of Credit Suisse, who dinged the company for discounting its merchandise over the holidays. Buss explains:
We are increasingly concerned about the level of promotions in the premium department store channel. The percent of stock-keeping units (SKUs) on sale in premium department stores spiked from 5% in October to 31% in December. We found Michael Kors handbags to have the highest average percentage of SKUs on sale (18%) compared to the other top brands in the space (group average of 12%) for the three-month holiday period. We were also concerned to find that 65% of handbags on the company owned website were discounted in December, making it the most promotional company eCommerce site out of the six brands we studied.
Kate Spade has dropped 4.3% to $$29.58, but in this case, the selling might be overdone, says Sterne Agee’s Ike Boruchow. He writers:
Today a competitor is referencing above-average discounts over the holiday within Kate Spade’s e-commerce channel (both elevated sale SKUs and incremental promotional offerings). We believe these comments are inaccurate and that sale merchandise was actually lower year-over-year at both Kate Spade New York and Kate Spade Saturday. We also believe the company is not currently running any unplanned sale events. We recently raised our fourth-quarter comp (from up 10% to up 15%) and are buyers on weakness today.
Elsewhere, rival Coach (COH) is down 1.1% at $36.32 after saying it would buy shoemaker Stuart Weitzman in a deal that was widely praised–including by Barron’s Teresa Rivas.
On a day like today, even the good news is bad news.

Advisors' Opinion:- [By Federico Zaldua]
Banco Frances (BFR), 75% controlled by Banco Bilbao Viscaya Argentaria, is among the biggest banks in Argentina. The bank has the smallest exposure to Argentina's public debt out of the three banks analyzed in the article and presents the lowest pace of growth. That said, its one of the healthiest banks in the country given that it has the lowest NPL ratio and the highest reserve ratio to absorb potential losses. The bank also trades cheaply at 3.5 times P/E and 85% its book value. Being more expensive (although still very cheap relative to the sector's average) and with the lowest liquidity among this group of three, I would exclude Banco Frances from my Argentinean bank portfolio.
